Overview:

SAMU is seeking a Senior Manager for Finance to serve as the in-house finance expert to lead the finance and budgeting functions for the organization. The ideal candidate possesses expert knowledge in federal, state, local and private donor rules and regulations, with a strong emphasis on US government funding.

The Senior Manager’s primary role is to oversee and provide expert guidance to the team on financial management, budgeting, and financial reporting.

Responsibilities:

  • Ensures compliance with donor and SAMU fiscal and operational policies and procedures.
  • Tracks and analyzes all costs incurred under current awards/projects.
  • Develops and monitors project budgets, organizational spending, and burn rates.
  • Ensures that all costs are properly recorded and accounted for in Divvy and BILL.
  • Oversees and ensures timely payment to vendors, contractors/subcontractors, and subgrantees.
  • Provides complete and compliant financial reporting; and maintains financial records for all program activities.
  • Ensures that appropriate financial record-keeping policies and practices are established and maintained throughout the life of the program.
  • Establishes financial systems and processes during project start-up. Ensures financial compliance during project closedown.
  • Provides financial management training and capacity building to the SAMU team.
  • Develops and implements financial policies and procedures.
  • Liaises with SAMU financial, compliance, and operations teams.
  • Reports out to leadership team, flags important issues, and provides recommendations on a weekly basis.

Other Responsibilities:

  • Stay apprised of relevant changes in rules and regulations and communicate updates to leadership and management team.
  • Develop and understand the industry best practices for USG project financial management and implement these best practices across all awards.
  • Plan and manage staff support for internal and external audits as requested.
  • Cultivate and collaborate with cross-functional teams.
  • Participate in companywide strategic and business development initiatives as assigned.
  • Supervise manager(s) and junior staff, as necessary.
  • Other duties as assigned.

Required Qualifications:

  • Bachelor’s degree required, Master’s degree preferred.
  • A minimum of 10 years of experience with financial management of USG and non-USG awards (both grants and contracts), with demonstrated knowledge and ability to interpret, apply and advise regarding USG regulations under FAR/AIDAR, CFRs, COMAR, OMB Circulars, and donor regulations.
  • Project Management or program implementation experience required.
  • Supervisory experience required.
  • Proven effective and efficient leadership and management skills in a diverse, multi-national and multilingual work environment.
  • Ability to multi-task and work under pressure and maintain attention to details.
  • Must be able to work and communicate effectively cross-functionally and cross-culturally at all levels in the organization.
  • Experience in content development, training delivery, and facilitation.

  • Excellent communication skills both verbally and in writing, including ability to communicate effectively with executive leadership.
  • Technologically savvy including experience with: Sharepoint, Microsoft Excel, Word, and other MS Office applications.
  • Fluency in English is required, with a second language (Spanish or French) preferred.
  • Must be authorized to work in the U.S. and able to pass required background checks and health screenings (drugs, alcohol, TB).
  • Must be vaccinated for COVID-19 and able to work in-person within the DMV area, with occasional travel/accompaniment to other locations.
